In the morning of April 7, Wang Zhaobo, Director of the Ningbo Qianwan New Area Administrative Committee and Deputy Secretary of the Party Working Committee of the Qianwan New Area, adopted the "Four No's and Two Directs" approach to lead an inspection team to several construction sites and sand yards to supervise dust control measures. He emphasized the need to thoroughly study and implement the Xi Jinping Ecological Civilization Philosophy, earnestly implement relevant superior directives, focus on key areas, strictly enforce problem rectification, promote continuous improvement of ecological environment quality, and empower Qianwan's high-quality development.
At each site, Wang inspected the implementation of dust control measures including bare soil coverage, site hardening, wet operation methods, and vehicle washing, etc., issuing on-site rectification requirements for identified issues. He pointed out that spring is both a peak period for dust pollution and a critical time for air pollution control. All relevant departments and units should unify understanding and elevate their stance, fully recognizing that dust control is not only part of building a beautiful area of Qianwan, but also essential for high-quality development. They must recognize the severe situation, enhance their sense of responsibility and urgency, strengthen measures and efforts, make steady progress with perseverance to promote continuous air quality improvement. Focus should be placed on key areas with precise measures, coordinating refined management of construction sites, bare land, idle yards, and road dust, while conducting thorough inspections of spray cannons, transport vehicles, dust prevention equipment, and coverage conditions and so on. Meanwhile, standardized on-site construction should be enhanced with strict governance requirements, technical standards and operational norms, implementing detailed dust suppression measures to minimize dust pollution. Mechanisms should be improved and management strengthened by organizing capable teams for regular supervision and inspection, promptly identifying various dust pollution issues, periodically tracking rectification results, establishing long-term mechanisms for drawing inferences, continuously consolidating and enhancing governance effectiveness, and winning the blue-sky defense battle with higher standards to build an ecological barrier for Qianwan's high-quality development.
