10 billion yuan has been invested in the new zone to construct the road, electricity supply, water supply, communications, heating, sewage treatment and other necessary public facilities needed by the development of enterprises in the area of nearly 65 square kilometers.
Road. Construct main road framework according to the requirement of layout and function and up to 2011, there have been 51 roads constructed with a total mileage of 138 km, Including 40 roads and 66 bridges in industrial block, basically built up the main frame of road network of "eight horizontal and nine vertical"; The framework infrastructure focus on "one horizontal and four vertical" around Central Lake of business new city processes in order, completing the construction of 11 roads and 23 bridges, forming road network framework of "four horizontal and seven vertical".
Power supply. To 2011, 5 power substations were built: Lianhua substation of 220 kv, Binhai Substation of 110 kv, Bailu Substation of 110 kv, Yueci Substation of 110KV and Haixing Substation of 110K, the total power supply capacity is 860000 kva, with total power supply of 1.53 billion kilowatt hours; The annual power supply capacity of Zhongmao Hangzhou Bay Heat Power Co., Ltd is 25 million volt ampere. In June 2010, Hangzhou Bay Power Supply Bureau of Ningbo Electric Power Bureau was established.
Water supply. Industrial water is mainly supplied by Hangfeng Water Plant of Hangzhou Bay New Zone. In April 2004, the first phase of Hangfeng Water Plant was constructed in the northwest of Sizaopu Reservoir, taking an area of 11.33 hectares and is put into production in December with daily water supply capacity of 50000 tons from the Sizaopu Reservoir and Caoe River under construction. The second phase of Hangfeng Water Plant was constructed in December of 2010 with daily water supply capacity of 100000 tons. In 2011, the water supply special line from Cixi Chengbei Water Plant to leisure and services section had been completed and put into service, Zhongwan special line of water supply was opened and contract was signed with Cixi Tap Water Company to realize the conversion of high-qualified water for the leisure and service section and 10 administrative village to the east of Luzhong Bay.
Communication. To 2011, about 120 km of pipe network of cellular mobile has been completed. There are 40 mobile base stations and 12 telecom module bureaus as well as 16 telecom module access rooms in the area.
Heating. Ningbo Zhongmao Thermal Power co., LTD. is in the charge of heat supply and the first and second phases have installed 4 furnaces and 3 machines and the installed capacity is 42mw. By the end of 2011, the average supplied heating will reach 158 tons per hour and the maximum heating capacity is up to 310 tons per hour, and central heating supply would be implemented in 98 household thermal enterprises in the new zone. The installation of the third phase is 3 furnaces 3 machines and the installed capacity is 36 megawatts, and it is expected to achieve one furnaces and one machine in 2015 and the total installation in the plant will be 5 furnaces and 4 machines, the installed capacity will be 54 megawatts, maximum heating capacity per hour of 420 tons per hour, and two furnaces and two machines will be put into service according to the demand of heat in the new zone.
Fuel gas. In early 2009, Hangzhou Bay New Zone signed a contract with China Resources Group to supply for the production and life of the new zone. The first phase of China Resources gas project was invested with 100 million yuan and the construction started in September 2009 and100 km of gas pipeline was laid in 2011, supplying gas to 5 industrial enterprises and 42 public users.
Sewerage drainage. Drainage system adopts rain-sewage diversion system. the sewer pipe has of about 290 km has been laid and the rain would be drained into the river nearby; the sewage pipes of 156 km have been laid and the sewage collected would be discharged into sewage treatment plant for processing. To 2011, there have been 4 sewage treatment plants in the area: Hangzhou Bay New Zone Sewage Treatment Plant with designed daily capacity of 40000 tons; Northern sewage treatment plant of Cixi with daily processing capacity of 35000 tons; Bleaching and dyeing industrial park sewage treatment plant which was specializing in processing the discharge of bleaching and dyeing enterprises in the industrial part has the processing capacity of around 25000 tons; Supporting sewage treatment plant in electroplating industrial park specialized in preliminary processing of sewage of enterprises in the electroplating has daily processing capacity of 2600 tons and the 60% of processed water would be recycled and 40% would be discharged and the daily discharging is about 1000 tons.
